You are right, the temperature of the soil surface is important for seedlings and the risk of damage to plants by excess temperatures whether they are too low or too high. But personally I doubt that global model predictions for this parameter are accurate enough to be really useful at a field scale. The resolution of the ECMWF model is 9 km and that of GFS is 22 km. The surface temperature cannot be uniform at this scale, especially since it depends on the nature of the soil, its humidity and the vegetation cover.
However, some models provide the temperature just above the surface, also called grass temperature, while others offer ground temperature between 0 and -10cm.
